    A Framework for Determining Required Operational Capabilities: A Combined Optimization and Simulation Approach

    One of the decisive factors for victory in military operations is the performance of the weapons system. This is reflected in the Required Operational Capabilities (ROC). ROC is determined in the acquisition planning phase when the quantitative goals of the weapon system are clarified. Inaccurate ROCs can generate serious consequences, such as failures in testing and evaluation, increases in lifecycle costs, delays in the acquisition, and, in the worst case, suspension of the acquisition project. In this research, we propose a novel framework for determining ROC by the combination of optimization and simulation techniques. First of all, an optimization model is formulated to maximize the mission success rate, taking into account the performance and effectiveness of the acquiring weapon system.
