Biography

Dr. Tagarev combines experience in research and higher education and practical experience in making and implementing security and defence policies.After 12 years of field, teaching and management experience in the Bulgarian Air Force, he embarked on a time research career in the Institute of Control and Systems Research (1994-1997) and continued in the Space Research Institute (1997-1998), both of the Bulgarian Academy of Sciences. Since 2008 he is with the Institute for Parallel Processing, now part of the Institute of Information and Communication Technologies.Dr. Tagarev was Head of the Security and Defence Management Department at Rakovski Defence and Staff College in Sofia (2004-2008), Bulgaria, and faculty member of the Air Force Academy in Dolna Mitropolia (1989-1992).From 2004 till 2006 he taught a Strategic Studies course at the Faculty of Philosophy of Sofia University. Currently, he is Visiting Professor at Rakovski Defence and Staff College and Sofia University, where he teaches respectively defence management and defence policy and planning.From 2005 till 2008 Dr. Tagarev was member of the NATO Research and Technology Board and national representative to its System Analysis and Studies panel.Dr. Tagarev was the first director of the Defence Planning Directorate at the Ministry of Defence of Bulgaria (1998-2001), where he served also as Director of the Armaments Policy Directorate and National Armaments Director (May-September 2001). From September 2009 till September 2010 he was advisor to Bulgaria′s Minister of Defence.From July till December 2003 and from October 2009 till September 2010 Dr. Tagarev was Chairman of the Board of Directors of the holding of defence companies Terem SHC.
