Biography

 Joe Howe currently serves as the Director, UCLan Centre for Sustainable Development,  at University Of Central Lancashire, UK since 2008. Joe Howe is the UCLan Professor of Sustainable Development, at the University of Central Lancashire and Chair of the University Professoriate and is the Director of the University Centre for Energy and Power Management. He sits on the UCLan Research and Knowledge Transfer Committee and the University’s Engagement Committee. He has led the development of the strategic partnership with a number of major companies including BAE SYSTEMS (energy and power management), National Nuclear Laboratory (human science and stakeholder engagement) and Cuadrilla Resources (skills and regulation). Externally Joe is an Academic Associate of the National Nuclear Laboratory and is a Visiting Professor at Harbin Institute of Technology. Following the completion of his PhD in 1992 he was appointed to the University of East Anglia as a lecturer in Environmental Science. In 1993 he moved to the University of Manchester as a Reader in Environment and Development. He was appointed to his first Chair in Sustainable Development in 2005 at Queen’s University Belfast where he was the Director of the Institute of Environmental Engineering and the Director of the Institute for Spatial and Environmental Planning. He has advised numerous Government bodies (including DEFRA, ODPM, OST, DTI and the Treasury) and NGO's on environmental planning, management and procurement issues and has appeared before the Environment Food and Rural Affairs Select Committee as an expert on environment and development. Recently he has completed research projects for the UK Environment Agency on the relationship between environmental planning and the Strategic Environmental Assessment Directive; research for the OST/DTI FORESIGHT environmental futures; an ESRC funded initiative on stakeholder engagement in the Water Framework Directive and lead the Stakeholder and Policy theme of the EPSRC/NERC Flood Risk Management Research Consortium. He has extensive knowledge of international environmental engineering, planning, and management and procurement agendas and has completed work across Europe, Asia and the Middle East. He is the Editor-in-Chief/Editorial Board Member of many peer reviewed journals and his area of expertise credits him with many publications in national and international journals. He is committed to highest standards of excellence and it proves through his authorship of many books.
