Abstract :

Sudden, unexpected situation that may cause injury, loss of life, damage to the property and/or interference with the normal activities of a person or firm which, requires immediate attention and remedial action. Around the world more than a billion people live with disabilities, the vast majority in low and middleincome countries. A significant proportion of disabilities are caused by injuries such as traffic crashes, falls, burns and acts of violence, child abuse and war. Estimates from some countries suggest that up to one quarter of disabilities may result from injuries and violence. In Afghanistan 25% of person with disabilities are directly related to war and conflict. Emergencies can increase the vulnerability of people with disabilities, as PWD may be less able to escape from hazards; may lose essential medications, assistive devices or may be left behind when evacuation is advised. Emergencies also create a new generation of PWD due to injuries, poor basic medical care, emergency-induced mental health/psychological problems. Estimates from some countries suggest that up to one quarter of disabilities before, during and after emergencies may be associated with violence and injuries. Therefore a compressive and sustainable rehabilitation services are needed in the fragile countries to provide on time and sustainable rehabilitation services services to make them empower and facilitate their full inclusion in their societies.

Biography :

Razi Khan Hamdard has worked with the United Nation, governmental, humanitarian and developmental organizations in over 30 provinces of the Country. He lead the working group of the development of national disability and rehabilitation strategies, plans and as well as the development of the national disability law and policies. He also played a leading role in the development of the national disability certification tools for the country. He was the was the Regional Advisor of the South Asian CBR Network from 2010 to 2016. He is the short term consultant to the Ministry of Health and also Deputy President of the AAPT.
