The Indian Defence Estates Service is housed at the Directorate General, Defence Estates (DGDE). The DGDE provides guidance to the Ministry of Defence, Service Headquarters, and the Army, Navy, Air Force on all matters pertaining to cantonments and land. Purchasing land, transferring and rehabbing displaced persons, employing workers, and seizing property are some of the DGDE's responsibilities. It also ensures that the Cantonments Act of 2006, policies, rules, and directives, are obeyed.

DGDE is in charge of six Major Directorates: Central, Eastern, Northern, Southern, South-Western, and Western Command. Under the Principal Directorates, there are 39 Defence Estates Offices and 4 ADEO Circles for the management of the country's defence lands.

Importance of defense estates

Indian Defence Estates Service is a Group 'A' Central Civil Service entity (IDES). The Union Public Service Commission's Civil Services Examination is used to select IDES Officers.

Risk evaluation involves identifying and analysing potential occurrences that could have a detrimental impact on people, property, and/or the environment. It also involves making decisions about the risk's acceptability based on a risk analysis and taking into account influencing factors. Simply put, a risk assessment evaluates potential accidents, their likelihood and effects, as well as the tolerances for such occurrences. Both quantitative and qualitative ways of expressing the outcomes of this procedure are possible. In order to help mitigate any potential risk-related effects, risk assessment is a necessary component of a larger risk management plan.

About 30 to 40 years ago, risk assessment and management became a legitimate scientific area. In honour of the Defense Estates team's contributions to the successful conclusion of the survey of 17.78 lakh acres of defence land using cutting-edge technologies, Raksha Mantri Shri Rajnath Singh gave awards to them on February 10, 2022 in New Delhi. Awards were given to 38 defence estate offices, including 11 officers, 24 workers, and 4 deputy defence estate offices. The Ministry of Defence is the owner of approximately 17.99 lakh acres of land, of which 1.61 lakh acres are included within the 62 designated cantonments dispersed throughout the country, according to data from the Defence Estates Office. Outside of the cantonments, there are several locations where a total of 16.38 lakh acres of land are scattered. 17.78 lakh acres of land have been surveyed, which is a noteworthy accomplishment because it was the first time since independence that the whole defence land was surveyed utilising the most up-to-date survey methodologies in collaboration with revenue officials from different state governments.

While with celebrating the winners, Shri Rajnath Singh lauded the Defense Estates team for successfully completing the exercise in spite of difficult weather conditions in remote, uninhabited areas and the COVID-19 pandemic threat.

He described the survey as historic and expressed confidence that the clear demarcation of defence property will significantly contribute in the security and development of these areas. He continued by saying that the accurate land measurements and the trustworthy records produced by the survey will reduce the amount of time, money, and effort required to settle land disputes.

Conclusion

The understanding of advantage and harm is also influenced by the verbal and numerical methods used to explain and transmit statistics. For instance, a higher death rate than the corresponding survival rate can be seen as less benign. The current invited paper's goal is to review these advancements with a special emphasis on the basic concepts and ways of thinking that underpin them. We have searched for patterns in perspectives and methodologies, and we have also considered where it is necessary and desirable to promote the ongoing growth of the risk field. The article is aimed for readers with a variety of backgrounds, not only risk professionals. In specific situations, such as interactions between patients and doctors, risk assessment is required.
