In this paper, the 3-Lie algebra J27 is constructed by 2-cubic matrices over a field F with chF = 0, and the structure of it is studied. It is proved that the 3-Lie algebra J27 is solvable but non-nilpotent 3-Lie algebra with two dimensional center, and the concrete expression of all derivations and inner derivations is given.
