Dr Igor F. Tsigelny has received his PhD in the National Academy of Sciences of Ukraine Currently he works as the Senior Program Project Scientist. at the University of California, San Diego. He serves as an editorinchief of the journal “Analytical Reports in International education”, as a series editor of the “Biotechnology series” of the International University Line Publishers. He has authored and edited three research books. He authored more than 180 research articles.
